Thomas T. Niesen is a Managing Partner at Thomas, Long, Niesen & Kennard.
Tom has been practicing public utility law for 30 years. He enjoys representing water, natural gas, electric, and wastewater utilities in all types of regulatory proceedings before the Pennsylvania Public Utility Commission.
In matters before the PaPUC, Tom represents large and small utilities in litigated rate, franchise application and complaint proceedings. He advises large and small utilities in non-adversarial regulatory matters, acquisitions and regulatory filings. He also represents motor common carriers and advises clients in matters of corporate law.
Tom is currently serving as Chair of the Public Utility Law Section of the Pennsylvania Bar Association. He is Chairman of the Mechanicsburg Zoning Hearing Board on which he has served for more than 15 years.
